Sodium Hypochlorite Solution, often shortened to Hypo is a favourite of cleaning contractors because it's cheap, it can contain 14 - 15% (concentrated chlorine), it can burn and fume, Once it dries out in the sun, it can crysalise and stain the substrate of stone which is difficult to remove. The grades used are far from swimming pool chlorine which are completely different formulations.
Black Spot Remover contains some 'hypo' itself (less than 5%) but it performs better than neat 14 - 15% Hypo. It contains activators and wetting agents which stabilise and accelerate the performance, making it much safer to use and it won't crytalise when dry.
As an example, on English heritage sites, contractors are not allowed to bring 'Hypo' on site but they are allowed to use EASY Black Spot Remover
